Mortgage Rates Hit 10-Month Highs: PCE Inflation, Fed Hawkishness, and What Comes Next for Brokers
Rate Runway Report | Week of May 25--29, 2026
Key Takeaways
- 30-year fixed mortgage rates hit 6.53% (Freddie Mac PMMS, 5/28) -- the highest reading in 10 months -- as persistent inflation and Fed hawkishness continue to weigh on the bond market
- Core PCE inflation (the Fed's preferred gauge) rose to 3.3% YoY in April -- up from 3.2% in March -- keeping rate cut expectations off the table through year-end
- Headline PCE came in at 3.8% YoY in April, driven by energy prices elevated by the ongoing Iran war (~$96--$102/bbl crude)
- 10-year Treasury yield settled at ~4.45--4.50% for the week, holding near multi-year highs after the Moody's-driven selloff
- MBA mortgage applications dropped 8.5% week-over-week (week ending May 22) -- the largest single-week decline in months -- as rates spiked; refi share fell from 41.9% to 37.5% of total apps
- Fed funds rate held at 3.50%--3.75%; FOMC minutes showed most officials embraced the possibility of higher rates if inflation stays elevated; next meeting June 17--18
- Pending home sales rose 1.4% MoM in April -- a constructive signal that purchase demand is still alive despite elevated rates
- New home inventory reached 489,000 units (SAAR) at end of April -- up 1.7% MoM -- as builders keep adding supply

What Moved the Market This Week
PCE Inflation Prints Hot -- The Rate Cut Timeline Just Got Longer
Friday's PCE report was the week's main event, and it didn't cooperate with rate optimists. Headline PCE inflation came in at 3.8% YoY in April -- its highest reading in over a year -- while core PCE (ex-food and energy) rose to 3.3% YoY, up from 3.2% in March. The Fed's 2% inflation target feels a long way off.
Why does this matter for mortgage brokers? The Fed won't cut rates while PCE is running this hot. The FOMC's current target range of 3.50%--3.75% is likely to hold through the June 17--18 meeting and well beyond. Per FOMC minutes released earlier this month, most officials now "embraced the possibility of higher rates" if inflation fails to decelerate -- a direct reversal from the rate-cut optimism that opened 2026.
The read-through is clear: brokers should set borrower expectations accordingly. Rate cuts are not a 2026 story. Build your pipeline around products that work at 6.5%+, not the assumption that rates are coming down.
Iran War Keeps Energy Inflation Alive -- And the Fed Boxed In
The Iran war remains the structural driver behind elevated PCE. Crude oil has held in the $96--$102/bbl range throughout May, keeping energy costs elevated and feeding directly into the headline inflation print. While a U.S.-Iran ceasefire deal briefly sparked a bond rally last week, those rumors have since faded -- as they have repeatedly throughout the conflict.
The Schwab Institute summarized it well: "A temporary truce is welcome news, but market volatility is apt to remain elevated with potential for short, but sharp, swings driven by headline risk." For mortgage professionals, that means lenders will continue to price in geopolitical risk premium. Don't count on oil-driven rate relief until a permanent resolution is confirmed -- not rumored.
MBA Apps Drop 8.5% -- The Rate Ceiling Is Real
The MBA's weekly survey for the week ending May 22 showed total applications down 8.5% WoW -- the steepest weekly decline in recent memory. Purchase apps led the drop as 30-year rates pushed above 6.5% for the week. The refi share of total applications fell from 41.9% to 37.5%, reflecting the sharp pullback in refinance activity when rates climb.
The practical implication: at 6.5%+, rate-and-term refis are largely off the table. Cash-out and equity-access transactions are where the volume is. Brokers who pivot to equity solutions -- second liens, cash-out Non-QM, DSCR recapitalization -- will outperform those waiting for a refi boom that won't arrive this year.
Purchase Demand Holding -- Pending Sales Up, Inventory Rising
Despite the rate headwinds, the purchase market is showing resilience. Pending home sales rose 1.4% MoM in April (NAR), and new home inventory reached 489,000 units at month-end -- up 1.7% MoM. New listings on realtor.com rose 8.7% MoM and 1.1% YoY in April, reaching the highest April volume since 2022.
Buyers are still out there. The lock-in effect from 2020--2022 mortgage holders is real -- but motivated buyers are moving. The challenge is qualification at current rates, which is exactly where Non-QM and alternative income documentation products create a lane for brokers that conventional-only shops can't serve.
Fed Holds -- But the Door to Hikes Is Open
The Federal Reserve held the fed funds rate at 3.50%--3.75% at its most recent meeting, as widely expected. But the tone of the FOMC minutes shifted meaningfully: most officials now see rate increases as a live possibility if inflation -- particularly the PCE series -- fails to show sustained improvement. The next FOMC meeting is June 17--18, and a rate hike is no longer off the table.
For context: PNC Economics forecasts the Fed holds rates through the rest of 2026. iShares' base case also calls for holding. But the risk is asymmetric -- if PCE surprises to the upside in May (reported late June), the hike probability rises sharply. Brokers with borrowers on the fence should be counseling urgency, not patience.
3 JET Products Built for This Runway
Bank Statement Program -- Your Self-Employed Borrowers Need This Now
With rates at 6.5%+ and inflation eating into purchasing power, self-employed borrowers are being squeezed hardest. Their taxable income -- depressed by legitimate business deductions -- doesn't reflect what they actually earn. That kills conventional qualification, but it doesn't have to kill the deal.
JET's Bank Statement program qualifies on 12 or 24 months of deposits. No W-2s, no tax returns, no employer verification. Multiple 30-day lates in the file? That's a 5% LTV adjustment, not a decline -- as long as the borrower is current at application and closing.

Connecting Flight Seconds -- Equity Access Without Blowing Up a 3% First
Millions of homeowners are locked into 2020--2022 mortgage rates. A cash-out refi at 6.5% is a non-starter. But their equity is real, and their need for liquidity is real.
JET's Connecting Flight Seconds program is a stand-alone second lien that lets borrowers tap equity while keeping their existing rate locked. $75K--$850K second lien, up to 90% CLTV, eligible for Full Doc, Bank Statement, 1099, P&L, WVOE, and DSCR on non-owner properties. Primary, second home, and investment all eligible.
The math is simple: keep the 3%. Add a 2nd. Get the cash.

Prime+ DSCR -- Real Estate Investors Don't Need W-2s. Their Properties Cash Flow.
With rates elevated and conforming share below 50%, investor demand for DSCR loans is surging. JET's Prime+ DSCR program qualifies entirely on property cash flow -- no personal income documents, no tax returns, no employment verification. Works with traditional leases, short-term rental receipts, or AirDNA market rent projections for Airbnb and VRBO properties.
At 6.5%+ rates, investors are running tighter DSCR math. JET's underwriting team can work through the numbers fast -- 48-hour average underwrite. Bring the scenario.
